The impact is already visible inside Russia. Attacks on refineries supplying gasoline, diesel, and other fuels have led to shortages and price increases. In August alone, Ukraine launched at least 13 strikes on major refineries, more than half the total for the previous seven months, with key facilities in populous regions increasingly targeted.
